JnNURM a flagship reform linked Infrastructure Development programme launched on 03.12.2005 for 7 years 2005-12 with two components – UIG for 65 Mission cities, UIDSSMT – all towns/cities other than Mission cities.
The Mission ended on 31.03.2012. It was extended for 2 years i.e. upto 31.03.2014 for completion of ongoing projects and reforms. In January, 2013 mandated for sanction of new projects till 31.03.2014. This is the Transition phase.
The extended Mission and Transition phase ended on 31.03.2014.
The eligible 102 projects of Mission phase and all 296 eligible projects of transition phase are contributed with Government of India funding as per revised sharing pattern till 31.3.2017 under AMRUT Mission.
SUPPORT TO JNNURM INCOMPLETE PROJECTS UNDER AMRUT
The JnNURM ended on 31.03.2014. However, nearly 50% of its projects in Water Supply, sanitation and other priority sectors are incomplete. It is in public interest to complete these projects. The proposal was therefore, to include the incomplete eligible projects sanctioned during the JnNURM under new Mission. The following are the three categories:-
The incomplete projects which are sanctioned during the mission period ended upto 31.03.2012, in which 50% or more central assistance has been released and physical progress is at least 50% as on date 31.03.2014. Such projects are 102 and eligible for funding upto 31.03.2017.
All the projects sanctioned during the transition period 2012-14 were approved for funding for three years 31.03.2017. There are 296 projects under this category.
All the remaining projects which are not covered under the above categories are to be supported by the states/ UTs and ULBs. Hence, they were transferred to respective states/UTs.
PROCESS FOR SEEKING CENTRAL ASSISTANCECA
The details of each project shall submitted the tables 1,2,3,4 and 5 in O.M. dated 14.8.2015.
Proposal shall be accompanied by Utilization certificate UC of the ACA released to avail the next instalment.
U.C. to the effect that States/UTs and the ULBs have contributed their share of funding at the same time as the release of funds by M/o UD shall also be submitted.
The release of fund will also be subject to the condition that the outcomes of completed projects have been realized.
The Apex Committee under AMRUT will replace the Central Sanctioning and Monitoring Committee CSMC. It will follow the same procedure as under JnNURM for release of funds. The release of fund will be subject satisfaction of Apex Committee with respect to adherence of guidelines by the States/UTs. The Apex Committee will also consider UIDSSMT projects.
In the States the State High Powered Steering Committee SHPSC under AMRUT will perform the functions of State Level Steering Committee SLSC under JNNURM. Insofar as JnNURM projects are concerned it shall follow the JnNURM Guidelines.
