Mission Karmayogi – National Programme for Civil Services Capacity Building (NPCSCB), a flagship project launched on 2nd September 2020, aims to promote citizen-centric governance through a robust digital ecosystem in India. Guided by eight principles, Mission Karmayogi facilitates a shift from a 'rule-based' to a 'role-based' learning system emphasizing competency-driven capacity building and human resource management. This transformational journey of capacity building and development of Behavioral–functional–domain competencies were planned with the help of an online comprehensive learning platform cum marketplace: integrated Government Online Training iGOT linked to FRAC (Framework of Roles, Activities & Competencies). It brings the scale and state-of-the-art infrastructure supported by knowledge resources to augment the capacities for each position in civil services by mapping their roles, activities, and competencies.
